This paper presents the findings of four case studies of how national governments strengthen
capacity to manage natural disasters. It looks at what factors contributed to each country’s
decision to strengthen the national system, what the strengthening process has consisted of, and what role different actors have played in the processes. The four case study countries are El
Salvador, Mozambique, the Philippines, and Indonesia.
