This strategy sets the direction the city of Sydney must take to strengthen its ability to survive, adapt and thrive in the face of increasing global uncertainty and local shocks and stresses. This strategy calls for business, government, academia, communities and individuals to lead and work as one city.

This strategy reflects the priorities of stakeholders in the city along five 'directions': 1) people centred city, 2) live with our climate, 3) connect for strength, 4) get ready, and 5) one city. These directions entail corresponding flagship actions and supporting actions to be taken by stakeholders, which cover areas such as inclusive economic growth, sustainability and local adaptation, improved social cohesion, disaster preparedness and risk assessment, and improved governance.
