The tenth quarterly Siege Watch report (part 2) focuses on developments in northern Homs and the southern Damascus suburbs from February till May 2018. During this period both besieged enclaves surrendered to the Syrian government, marking the end of the government’s “surrender or die” campaign against Syrian civilians.
